The first article is a great summary of good web design. At the bottom of the article, it points to http://www.libraryjournal.com/WebDesignMatters for further examples, but the link doesn't work.

I'd add:

11) Compare your site to the best web sites you can find.

12) Count the number of clicks it takes to perform common tasks.
